Call for Documents

FEMA is collecting documents related to using social media during disaster response. As the use of social media increases throughout the county, many jurisdictions are incorporating Internet sites such as Twitter and Facebook into their public communications plans. Recently, the LLIS.gov team worked with Harris County, Texas, to develop an exclusive Practice Note, Emergency Public Information: The Harris County, Texas, Office of Homeland Security and Emergency Management's Implementation of a Social Media Protocol.

WEMA members are encouraged to contact their state legislators regarding the Wisconsin Disaster Fund, which is intended to assist local jurisdictions which are affected by disasters and do not meet FEMA's thresholds for a federal disaster declaration.  The original funds that were appropriated were carried over at the end of FY 2007, but no new funds were added.  The fund currently consists of approximately $415,000 which could be drastically reduced, due to a number of outstanding requests.  Please contact your state legislators to encourage them to introduce legislation to re-fund the Disaster Fund.

Aviation Disaster Family Assistance Act

The Act gave the NTSB the additional responsibility of aiding the families of victims of aircraft accidents. This new law complimented an earlier Presidential Executive Memorandum dated September 9, 1996, in which President Clinton designated the NTSB as the coordinator of federal services for families of major transportation disasters in the United States. Because of this executive memorandum, the NTSB is able to harness the collective resources of the federal government and direct aid to any area within the United States or its territories. The National Transportation Safety Board (NTSB) has been investigating the nation's aviation accidents for thirty years and has been to the scene of nearly 100,000 general and commercial airplane accidents. The Aviation Disaster Family Assistance Act of 1996 (Act) was passed by Congress and signed by President Clinton on October 9, 1996. Why was the legislation needed? As many of you know from being involved in a mass aviation disaster, families of people killed or injured in a commercial aviation accident had been primarily assisted by the involved airline. Often local and state agencies, including volunteer organizations, such as the state funeral directors association, also responded. These past efforts could often be characterized as uncoordinated, divisive, with airline interests placed ahead of the needs of victims' families. Just think back of what you saw or read about the handling of families of US Air 427 in Pittsburgh or TWA 800 in New York.

Request to federal representatives for increase in EMPG funding

From WEMA President Ben Schliesman:  Please see this document for information on the EMPG situation for FY07.  Per NEMA and IAEM, now is the time to contact your federal legislators letting them know that you support an increase in EMPG; at the very least to maintain funding in 2007 the same as it was in 2006. You may find contacts for all your federal legislators here.

Survey Results

Committees

The WEMA Board is always looking for people to serve on various committees so as to strengthen the WEMA Association.  According to WEMA President Ben Schliesman "I am always looking for new ways and things that WEMA can do, that will benefit the field of Emergency Management and our own local programs.  As far as a time commitment, committee business/meetings are almost all conducted via e-mail or telephone."    To see what committees are a part of WEMA, please check the Officers and Committees page.  If you are interested in serving in some capacity or have any ideas regarding new
